FEI Houston Scholarship Foundation Announces the Addition of Five New Directors and Honors Director Debbie Clark on Completing Her Tenure
Houston, TX – July 28, 2025 – The FEI Houston Scholarship Foundation (the Foundation) is excited to announce the appointment of five new Directors, who will contribute their expertise and leadership to furthering the Foundation's mission. Additionally, we extend our heartfelt gratitude to Debbie Clark, who recently completed her tenure after many years of dedicated service.
The FEI Houston Scholarship Foundation is committed to empowering outstanding accounting and finance students enrolled in accredited universities across Southeast Texas. Through annual need-based scholarships and connections with influential mentors in the local business community, the Foundation fosters future financial leaders with personalized support, ethical guidance, and opportunities to learn from experienced professionals.
The new directors are:
Roger Burks, who is Chairman and Founder of WG Consulting also serves on numerous Boards including Private Equity/Private Companies and is an Advisory Member of the NACD. Mr. Burk’s extensive business experience spanning over 40 years will be critical in raising awareness about the foundation and driving a broader group of donors.
Rita S. Carroll, who is an experienced executive at Nexus Water Group and is also a Board Member of John Carrol University, and Secretary of the Foundation and a Board Member of FEI Houston Chapter. Ms. Carroll’s extensive experience in education, philanthropy, and corporate leadership positions her uniquely to advise in key investment and governance decisions.
Carrie Ferroukhi, who is the Co-Founder and Managing Partner at Arcus Advisors, an accounting consulting firm specializing in transforming the finance and accounting functions of private equity-backed portfolio companies. With over two decades of experience in financial leadership, Carrie is known for her expertise in streamlining back-office operations and implementing scalable systems that support timely, accurate financial reporting. Her strategic insight will make her a valuable addition to the Foundation board.
Mark Hay, is a National Practice Partner at the ERA Group, who has specialized experience in sales in the Oil and Gas industry and in cost intelligence over numerous industries. He is also a Strategic partner for the FEI Houston chapter. Mr. Hay’s extensive experience in helping clients improve cash-flow and operational efficiency will be key in bringing attention to the foundation as well as helping optimize the Foundation’s existing relationships.
Enrique Rosales, who is a Senior Vice President – Lead Commercial Relationship Manager at Fifth Third Bank is also member of the FEI Houston Chapter. Mr. Rosales’s extensive experience in the banking and financial services industry will be invaluable in attracting additional resources and in making sound investment decisions to further the Foundation and its mission.

Honoring Debbie Clark:
Debbie Clark, who is the CFO of Girl Scouts of San Jacinto Council, has been a steadfast supporter and advocate of the Foundation for many years, recently completed her tenure. Her contributions have been instrumental in shaping the Foundation's success and in providing opportunities for countless students.

Announcing New Leadership to the FEI Houston Scholarship Foundation – Advancing its Scholarship Mission

HOUSTON - - December 4th, 2023 -- FEI Houston Scholarship Foundation (FHS Foundation) is proud to announce the appointment of three new Directors and a new Chairman and President, all who will play a pivotal role in guiding its mission forward.
FHS Foundation provides need-based scholarships to high caliber accounting and finance students attending universities in and around the Houston area, typically in their junior year of studies, when scholarships and grants become more scarce. The new directors are:
Laura Fulton, who is Senior Vice President and Chief Financial Officer of the American Bureau of Shipping. She is also an independent director at Targa Resources Corp. (NYSE: TRGP). Ms. Fulton’s keen financial expertise will be key to growing FHS Foundation’s investment portfolio. |

Paul Marsh, who is the Chief Financial Officer for three subsidiaries of Fathom Holdings, Inc (NASDAQ: FTHM). He is also Executive Vice President – National Sales for Encompass Lending Group. Mr. Marsh’s sharp business acumen will be instrumental in raising awareness and bringing attention to the FHS Foundation and its mission. |

Abbie Winn, who is a Senior Commercial Banking Business Development Representative at Wells Fargo Bank. Ms. Winn’s passion for supporting higher education will help attract additional resources to the FHS Foundation. |

Following the retirement of Sir Mark Haukohl, former Chairman, and Richard Rosenberg, former Director, Evelyn Angelle was elected Chair of FHS Foundation and Arturis Spencer III was elected President.
Ms. Angelle has been a dedicated FHS Foundation director since 2015 and was previously President. In addition to her focus on philanthropy, she currently is an independent director for two publicly-traded oilfield products and services companies, as well as for a privately-held renewable natural gas company focused on dairy methane. Her executive experience focused on the oilfield products and services industry, including being Executive Vice President and Chief Financial Officer for BJ Services and various leadership roles at Halliburton, including Senior Vice President of Supply Chain, Chief Accounting Officer and Vice President of Investor Relations. |

Mr. Spencer is an Audit Partner in KPMG LLP’s Houston office with 20 years of experience serving clients in the oil and gas, chemicals and automotive industries. He also serves as national chair of KPMG’s African American Business Resource Group. Mr. Spencer has been a dedicated director of the FEI Houston Scholarship Foundation since 2020.
